Biography

Frank Olmos has spent more than twenty years inside California Merit System human resources, and he still does the job every day.

He serves as an Executive Director at a K-12 school district in Los Angeles County, after HR leadership roles at a county office of education and two other Southern California school districts. His practice spans exam development, structured interview design, classification, and applied psychometrics: the work that has to hold up in front of a commission, a union, and a court.

He teaches statistics as an adjunct professor at California State University, Los Angeles, and grew up in Maywood, a small city ten miles southeast of downtown Los Angeles. He holds a doctorate in education.

Since 2023, through DFO HR Consulting, he has trained public-agency staff across California in the practical, defensible use of generative AI, including the Los Angeles Unified School District Personnel Commission, the Los Angeles Superior Court, WRIPAC, the City of Moreno Valley, Kings River Conservation District, Walnut Valley Water District, and Oxnard School District, and he designed and delivers the five-course AI in HR Today certification series for CPS HR Consulting. He created the CHATPROMPT framework, a ten-level structure for prompt engineering that anchors all of his training.

His consulting practice also serves private employers. For a family-owned, multi-location restaurant group in Southern California he delivered an AI integration program for the business, then designed a manager professionalism and training curriculum along with the sustainment system, including a manager handbook, that turns a one-day training into lasting practice. That engagement shaped how every DFO program now ends: with something the team keeps and uses.

In 2024 the International Personnel Assessment Council recognized him with the Stephen E. Bemis Memorial Award. He is a past president of the Personnel Testing Council of Southern California and is active in CSPCA, WRIPAC, IPAC, PCASC, and CODESP.
