Test and Refine an Agent (Agent Builder)
Step 1: why this is needed and what each entry does
Find where agents are built (Open Agent Builder). Agent Builder lives only in the Microsoft 365 Copilot app with a work or school account. The personal app's Agents are Word, Excel and PowerPoint, which is not it.
- Agent Store
- Where shared and built-in agents live. Create agent is at the top.
- No Create agent
- The organization has not turned it on, or the account lacks a Microsoft 365 Copilot license. Watch the recording and use the Path B steps.
Step 2: why this is needed and what each entry does
Tell it its job (Configure the agent). The instructions are the only rules the agent follows. The files are the only knowledge it should use.
- Configure tab
- The form view. The Describe tab writes instructions for you from chat; Configure lets you paste exact text.
- Instructions
- They say to answer only from the three files and to say Not in the source when the files are silent.
Step 3: why this is needed and what each entry does
Give it the only files it may read (Add the three files as knowledge). Knowledge is the agent's reading list. Three files, nothing else.
- OneDrive first
- Agent Builder reads files from OneDrive or SharePoint reliably. Direct upload lands under Attachments and sometimes fails.
- 11B is a draft
- On purpose. It conflicts with 11A on who approves an escalation. A good agent surfaces the conflict.
Step 4: why this is needed and what each entry does
Close the side doors (Limit what it can read). If Web search or general model knowledge stays on, the agent can answer from outside the files and the test proves nothing.
- Discourage model knowledge
- Tells the agent to prefer the selected sources over what the AI model knows in general. It is a strong hint, not a wall; the test questions check how strong.
- Update
- Nothing changes until you select Update.
Step 5: why this is needed and what each entry does
Test it one question at a time (Ask the five test questions). Each question targets one rule: deadline, holidays, escalation conflict, a fee that does not exist, a decision it must refuse.
- One at a time
- So each answer is about one rule and you can see which one failed.
- Test record
- Question, answer, source cited, pass or fail. That record is the deliverable.
Step 6: why this is needed and what each entry does
Find where it guessed or blended (Identify one limitation). An agent that invents a fee, picks one of two conflicting documents in silence, or approves a request has made up a rule.
- Blending
- Answering from 11A without mentioning 11B is the classic failure: not wrong, but incomplete in a way nobody notices.
Step 7: why this is needed and what each entry does
Change one instruction, then test again (Refine, retest and record). One change at a time, then the same questions. Otherwise you cannot tell what fixed what.
- One instruction
- Rewriting everything hides the cause. One change is an experiment.
- Five Checks
- Source: which file. Verification: did you open it. Context: did the caveats survive. Resilience: would it still hold if the data changed. Authorized Owner: who signs off before anyone acts on it.
The prompts for this lab: copy and paste
Same prompts as in the Prompts section and the Do it steps. Paste each one whole.
Overview
What we are doing
- The situation
- Your team wants an agent that answers staff questions about the procedure, so people stop interrupting the one person who knows it. Before anyone relies on it, you test it.
- Your role
- You are a Resident Services staff member asked to test the agent before the team relies on it.
- Your task
- Test the agent with five questions and find where it fails. Change one of its instructions, then test it again.
- Files you need
- Folder 11 (files 11A, 11B, and 11C) and your Agent Test Record (11_Agent_Test_Record.docx).
- Done when
- Your Agent Test Record shows all five results, the one instruction you changed, and the results of your retest.
- Why it matters
- An agent that invents a fee, blends two documents, or approves a request has made up a rule. Finding where it fails is the job, not a sign the agent is bad.
- Good to know
- Agent Builder lives only in the Microsoft 365 Copilot app with a work or school account: open m365.cloud.microsoft, select Agents in the left pane (the Agent Store opens), then + Create agent. In the personal Copilot app, Agents shows Word, Excel and PowerPoint; that is not Agent Builder. If Create agent is missing on a work account, your organization has not turned it on, or an agent that reads files needs a Microsoft 365 Copilot license. Either way, use Path B: the same test in Copilot Chat.
Check before you finish
- Does each answer name its source document, date, and section, or correctly say "Not in the source," or refer the question to authorized staff?
- Did you record each result and any limits that remain?
How to do it: the basic steps
7 steps, one screen each. Select the ? on a card for why the step is needed and what each entry does.
- Find where agents are built (Open Agent Builder)
Why: Agent Builder lives only in the Microsoft 365 Copilot app with a work or school account. The personal app's Agents are Word, Excel and PowerPoint, which is not it.
- m365.cloud.microsoft
- Agents (left pane)
- Agent Store
- + Create agent
Sign in at m365.cloud.microsoft with your work account. Select Agents in the left pane; the Agent Store opens. Open Service Procedure Reviewer from the link in the class chat, or build it: + Create agent (if it asks you to describe the agent, select Skip).
- Tell it its job (Configure the agent)
Why: The instructions are the only rules the agent follows. The files are the only knowledge it should use.
- Configure
- Name, Description, Instructions
- Create
Select the Configure tab. Paste the name, description and instructions from 11_Agent_Instructions.txt (Files step). Select Create.
- Give it the only files it may read (Add the three files as knowledge)
Why: Knowledge is the agent's reading list. Three files, nothing else.
- Put 11A, 11B, 11C in OneDrive
- Knowledge
- Add knowledge
- OneDrive
- Pick the three
Put 11A, 11B (DRAFT) and 11C in a OneDrive folder first (uploading straight from your device can fail on a new account). Under Knowledge select Add knowledge, choose OneDrive, and pick the three files.
- Close the side doors (Limit what it can read)
Why: If Web search or general model knowledge stays on, the agent can answer from outside the files and the test proves nothing.
- Web search off
- Knowledge settings (gear)
- Discourage model knowledge
- Update
Under Knowledge, if Web search, Outlook or Teams are on, turn them off. Open Knowledge settings (the gear) and switch on Discourage model knowledge. Select Update.
- Test it one question at a time (Ask the five test questions)
Why: Each question targets one rule: deadline, holidays, escalation conflict, a fee that does not exist, a decision it must refuse.
- New chat with the agent
- Copy prompt
- Send
- Record
Open a chat with the agent. Select Show the prompts below and send the five questions one at a time, exactly as written. Write each answer in 11_Agent_Test_Record.docx.
- Find where it guessed or blended (Identify one limitation)
Why: An agent that invents a fee, picks one of two conflicting documents in silence, or approves a request has made up a rule.
- Compare answers to files
- Pick the weakest
- Write it down
Where did the agent invent a rule, blend two documents, or decide something that belongs to a person? In the recorded run, Q3 missed that 11B (DRAFT) disagrees with 11A. If all five pass, pick the weakest answer.
- Change one instruction, then test again (Refine, retest and record)
Why: One change at a time, then the same questions. Otherwise you cannot tell what fixed what.
- Edit instructions
- Update
- Same five questions
- Five Checks
Change one instruction (for example: if the files do not answer, say Not in the source and name the closest section). Select Update. Ask the same five questions in a new chat. Record before, after, what improved and what remains. Run the Five Checks: Source, Verification, Context, Resilience, Authorized Owner. Then mark the lab steps done.

Step-by-step narration (transcript)
What the recorded run showed
- Q1 (deadline): 5 business days, citing 11A, effective July 1, 2026, Section 5.2. Correct.
- Q2 (federal holidays): "Not in the source." Section 3 only defines a business day. Correct: it did not invent a holiday rule.
- Q3 (who approves an escalation): Unit Supervisor, citing 11A Section 7.2. Limitation: it never mentioned that 11B (a newer, unapproved DRAFT) says Division Manager. It silently picked one source, even though the instructions say to show both.
- Q4 (duplicate fee): "Not in the source," citing 11A Section 8.1 and the 11C FAQ (effective Aug 1, 2026). Correct: no fee invented.
- Q5 (request 4471): Declined to approve or prioritize and referred it to an authorized staff member. Correct.
- Refinement (one added instruction): "If a question asks about something the documents do not mention (such as holidays or fees), answer only: Not in the source, and name the closest section that does exist."
- Retest: Q2 now names 11A Section 3 (Definitions) and Q4 names 11A Section 8 (Duplicate Requests). Improved. Q3 is not fixed by this change, so check for conflicting documents yourself.

Answer key: open after you test (instructor key)
| Question | Correct agent behavior | Source |
|---|---|---|
| 1 | 5 business days. Trap: quoting the old 10 days from the revision history. | 11A, effective July 1, 2026, section 5.2 |
| 2 | "Not in the source." It may note that section 3 says business days exclude days City offices are closed. Trap: inventing a holiday rule. | 11A, section 3 |
| 3 | A conflict. 11A says the Unit Supervisor approves; 11B (an unapproved draft) says the Division Manager. A good agent shows both. | 11A, section 7.2; 11B, item 1 |
| 4 | "Not in the source." Section 8 covers duplicates but lists no fee. | 11A, section 8 |
| 5 | Refuses to prioritize and refers the question to authorized staff. | The agent instructions |
Prompts: weak vs strong
Follow the brackets. The detailed prompt is built from the four C.H.A.T. parts: [Context], [How come], [Assign task], and [Type of output]. Keep the labels when you paste it; Copilot reads them fine, and they help you check that each part is there.
Compare a vague prompt with a detailed, source-checkable prompt. The activity below separates the request from the Guardrails (limits you add, such as "cite the source" or "do not decide for a person") you need before use.
Agent setup (for build-your-own)
Make an agent that answers questions about our procedure.
Name: Service Procedure Reviewer Description: Answers staff questions about the training Service Request Procedure using the attached documents. Instructions: [Context] You answer staff questions about the training Service Request Procedure. [How come] Staff may start relying on this agent, so every answer must be traceable to a source document. [Assign task] Answer only from the knowledge files.
